After on-site inspection of the anti-aircraft towers and discussions with Hundertwasser, Alexander R. Maculan submitted a proposal to the Mayor of the City of Vienna, Dr. Helmut Zilk, in his letter of October 3, 1984, for the construction of flats on the roof and the protruding platforms of the two flak towers. Hundertwasser`s design and revitalising of these towers was on the one hand intended as an anti-war monument and on the other as an appeal for an architecture more fitting to nature and man.
